HMRC has announced that Jonathan Russell has been appointed chief executive of the Valuation Office Agency (VOA).

An executive agency of HMRC, the VOA is responsible for providing the government with valuations and property advice to support taxation and benefits.

Russell’s appointment, which came after over a year as interim chief executive at the agency, followed an external recruitment process with approval from the prime minister.

Jim Harra, chief executive and first permanent secretary at HMRC, said: “I’d like to congratulate Jonathan on his permanent appointment as chief executive of the Valuation Office Agency. 

“He has led the agency through the challenges of the pandemic, and I am delighted that he will continue to be part of the HMRC executive committee.”

In addition to his interim chief executive role, Russell has served as chief people officer at the agency since 2018.

Prior to joining the VOA, he acted as HR Director at the Department for Work and Pensions (DWP) and held a number of positions at Health and Safety Executive, the industry watchdog for work-related health, safety, and illness issues.

Russell said: “I’ve seen first-hand colleagues’ commitment and professionalism and what we can achieve together, even in the most difficult of circumstances. 

“Looking ahead, I’m excited by the opportunities to make a positive difference for customers and colleagues at a pivotal period for the agency.”
